A reservoir on Tulsa’s doorstep

Keystone Lake lies on the Arkansas River about 15 miles west of downtown Tulsa, according to the U.S. Army Corps of Engineers’ Tulsa District, which operates it and describes it as “truly an urban playground.” The National Inventory of Dams records the dam’s completion in 1964. The Corps’ description gives a sense of the landscape: wooded shoreline, sandy beaches, high bluffs, grasslands and low rolling hills, with the water winding into small valleys to form “many arms and land fingers.”

All those arms matter in practice. Keystone has a long, irregular shoreline, and an access point a few miles away by water can be a much longer drive. Choose a launch on the arm you actually want to fish or explore.

A place with an older travel story

The lake covers ground that travelers wrote about long before the dam existed. Recreation.gov’s listing for Washington Irving South, a Corps campground on the Arkansas arm, notes that Washington Irving described the area in his prairie travel account as the place where he crossed the Arkansas River. The campground has a one-mile nature trail, a boat ramp and a courtesy dock, which makes it a reasonable stop for anyone interested in the river’s history as well as the lake.

More than water: refuges, trails and off-road areas

The Corps lists features that set Keystone apart from a simple boating lake: a waterfowl refuge, land open to public hunting, and seasonal green tree reservoirs, which it explains are bottomland hardwood forests that are shallowly flooded. Hunting seasons and refuge rules change the way parts of the shoreline can be used, so check the Corps and Oklahoma Department of Wildlife Conservation rules before walking unfamiliar ground in fall and winter.

On the north shore, Walnut Creek has the Sand Plum Trail, roughly 17 miles across flat to rolling terrain, open to hikers, horseback riders and mountain bikers. Its listing carries a specific warning that quicksand may occur along the lakeshore and asks users to stay on designated trails. Off-road riders have a separate destination at Appalachia Bay, whose 400-acre off-road park is limited to vehicles 64 inches wide or smaller. The listing notes that off-road vehicles are not allowed at Walnut Creek, so the two areas should not be confused.

Fishing the lake and the river below

The Oklahoma Department of Wildlife Conservation lists largemouth bass, white crappie, white bass, striped bass and channel, blue and flathead catfish. The Corps adds that downstream fisheries are reached from Whitewater and Brush Creek parks. Brush Creek sits on the Arkansas River below the dam, and its listing describes a pedestrian bridge from the campground to the fishing berm below the dam. ODWC notes wheelchair-accessible berms on both the north side of the tailwater and the south shoreline of the spillway.

Below a dam, conditions can change within minutes. The Brush Creek listing explains that water releases are preceded by several warning signals from a horn. Treat that horn as a reason to move away from the water’s edge, not as background noise. Rising water and stronger current follow releases.

Choosing where to stay

Keystone State Park has three campgrounds, cabins, boat ramps and the Pier 51 marina with boat rentals. The Corps campgrounds offer a range from primitive to full hookup. Fees, reservations and seasonal closures belong to the operator’s current listing rather than to a guide. Confirm them, and check the current lake level against your chosen ramp, before you tow a boat out from Tulsa.
